The Human Trafficking Fund (Fund) is established under Part XIII of the Anti-Human Trafficking Act No. 11 of 2008, as amended by Act No. 16 of 2022 (Act). The Fund is meant to be applied for the provision of basic material support for victims, skills training of victims, tracing the families of victims and addressing all matters relating to the rehabilitation and reintegration of victims in their best interest.

The Fund is managed and administered by the Ministry of Community Development and Social Services in accordance with the Act and is to consist of voluntary contributions from individuals, such monies as Parliament may approve for purposes of the Fund and any grants from any source within outside Zambia approved by the Minister of Finance and National Planning.

The Anti-Human Trafficking Department (AHTD) has the mandate to administer the provisions of the Act under the direction of the Permanent Secretary. One of the core functions of the AHTD is preparing Guidelines for disbursements from the Human Trafficking Fund.
